This was originally released at the Florida Film Festival in 2004, and later that year played before the Touchstone feature film "Raising Helen" (which I haven't seen). It was released on DVD in 2015 as part of the "Walt Disney Animation Studios Short Films Collection." I first watched it in 2018.
This film has no dialog, but is set to the music of a tango. So... there's this cat named Lorenzo, who has plenty to eat, but takes pleasure in witnessing the poverty of other cats, outside his window. Then a black cat with just the stub of a tail passes by, and Lorenzo mocks it. The cat then curses Lorenzo, giving his tail a mind of its own. Lorenzo's tail then starts tormenting him, and Lorenzo tries to fight it.
I guess it was a reasonably entertaining way to spend a few minutes. Not something I expect to find memorable, though.
