This was released theatrically in 2011, with the feature film "Winnie the Pooh." It was included as a bonus feature on the DVD of that movie the same year, and in 2015 it was included in the "Walt Disney Animation Studios Short Films Collection," which is where I first saw it (in 2019). The short is narrated (poetically) by Billy Connolly.
So... this is about Nessie, aka the Loch Ness Monster. According to this film, she originally lived in a pond, where she played with a rubber ducky named MacQuack. (It's odd, because most of the time it looked to me like it was just a normal, inanimate toy, albeit one that existed probably long before rubber ducks were invented in real life. But at least once or twice in the short, it seemed to me like it was actually alive. But I suppose it's not important.) Anyway, a land developer builds a golf course over Nessie's pond, so she has to leave and try to find a new home. And... I don't want to spoil how it ends. I mean, of course she eventually winds up in Loch Ness, but... the way that comes about is kind of surprising, and I really liked it. And I liked the underlying message that is conveyed by how it happened. And I guess I don't know what else to tell you.
