This played in theaters before Incredibles 2 (to which the short is not related), and is available on the DVD of that film, as well as the Pixar Short Films Collection volume 3. So... first of all I want to say that Wikipedia says this short is set in Canada, which I never would have known. (Edit: Upon second watch, I noticed a maple leaf on the dad's sweater.) Anyway, there's no dialog, but it seems that one morning a Chinese woman cooks bao (dumplings) for her husband and herself, before the husband goes off to work. And um, after her husband leaves, she's about to eat one of the dumplings, but it suddenly comes to life (which put me in mind of the Popplers episode of Futurama). So, she starts raising the bao as her son, and there's a sort of montage... which I really couldn't tell how much time was passing. The bao seemed to be growing up pretty quickly, but considering we never saw the woman's husband, I thought it was entirely possible this was all happening in a single day. Anyway, the bao never actually gets bigger than a dumpling, but it's clear that it's aging. And it wants to gain some independence, as kids do when they grow up. And... I had a suspicion of what was actually going on this whole time, and my guess turned out to be right, but... I still thought the whole film was really weird. I guess it's supposed to be, like, touching, or whatever. And I can certainly understand that. But mostly I just found it really freaking weird. (Which is fine. It's still a decent film.) Upon second watch, I liked the film more than I did the first time, and found it more genuinely touching, and amusing.
