This starred Rowan Atkinson. Mr Bean... well, I never thought it was a great show, but it had its moments. Anyway, the title character was just sort of weird, didn't seem to quite fit into this world properly. The most ordinary things could become these sort of bizarre... misadventures, or something. Anyway, he rarely talked, and when he did it was in a sort of strange voice. And I can't really think what else to say, except that there were also a couple of movies about the character, which I've never seen and probably never will. I dunno.
